Membership:
· Membership year is from May 1 – April 30.
· To have voting privileges a PYC member must also pay $5.00 to the PHRF fleet.
(Due
to the size of the treasury, it was voted to waive dues for 2004 for all 2003
PHRF fleet members. New fleet members
must pay $5)
· All members will receive fleet information by E-mail if desired.
Racing Events:
A single calendar year series will be scored.
Race groupings:
Red Fleet
Any boat with any handicap, spinnaker or non spinnaker, may participate in the Red Fleet. The Red Fleet will race under an average of the “Book” PHRF handicaps (determined by the PHRF committee).
White Fleet
Any boat with any handicap, spinnaker or non spinnaker, may participate in the White Fleet. The White Fleet will race under a PHRF handicap system to be determined by the PHRF committee. The ratings will be adjusted after every 3 races, with adjustments made based on the performance of the skipper. A skipper who performs well and finishes near the top of the fleet, will have his handicap adjusted downward. A skipper who performs poorly and finishes near the bottom of the fleet will have his handicap adjusted upward. Tom Clark has agreed to research available systems and make a recommendation to the PHRF committee.
ALL SKIPPERS MUST DECLARE WHICH FLEET THEY WILL RACE IN BEFORE THEY
PARTICIPATE IN THEIR FIRST RACE OF THE SEASON.
THE DECISION IS FOR THE ENTIRE SEASON.
SKIPPERS MAY NOT CHANGE
FLEET DURING THE YEAR.
At least three boats are required to have a race.
Race Times:
Races start at 1:30PM on Saturdays except during the months of May, June, July, August and September when they start at 10:00. Races will be sailed on Sundays after the end of the one design season, beginning November 1st through April 15th. Sunday races will start at 2:00PM. A warning signal will be sounded 30 minutes before the planned start of the first race of the day. The “White fleet” will start 10 minutes before the “Red fleet”. This warning sound may be made either on or off shore.
Race Scoring:
· Points are accumulated as follows:
1. ½ point for starting a race
2. ½ point for finishing a race
3. 1 point for each boat beaten
4. No points are awarded to a boat that is subsequently disqualified (DSQ) after a valid start.
· Total possible points for a race is the number of boats that start that race, including all boats that are subsequently disqualified.
· Finish positions will be determined by Time-on-Time correction according the formula: Corrected time = elapsed time x (650/(650+rating))
· Shorter corrected time beats longer corrected time.
Series Scoring:
· Must sail at least ½ of races or 10 (whichever is less) being scored to be eligible for series trophies.
· Each qualifying yacht will have its poorest results dropped at the rate of 1 drop for each six races finished.
· After meeting eligibility and throw-out rules the final standing are calculated by dividing the total points won by the total possible points for the races scored. Finish order will be in descending order of this calculated earned/possible ratio.
Trophies:
· Trophies will be presented to the top three boats in both the Red and White fleets.
· The Hank Zander Trophy is awarded to the boat with the best finish. If there is a tie the boat with the most races wins. If a tie still exists the winners will be the boat that has beaten the most boats over the entire season.
·
"Rookie-of-the-Year" trophy. A
committee of three chosen by and including the fleet captain will select the
recipient. The committee will set
criteria for the selection. It is not
mandatory this award be presented.
PHRF Ratings:
· All boats racing with the PHRF Red fleet must have its a rating determined by the PYC PHRF Rating Committee. Guiding principles for this committee are on page 3. The committee consists of three members:
2) Fleet member that sails a boat with a base rating above 201
3) Fleet member that sails a boat with a base rating below 202
· Series races are scored using rating that include a PYC handicap.
· Regattas use ratings as specified by the Regatta chairman (normally base PHRF rating which may include the NS bonus).
Non-spinnaker requirements:
· A yellow streamer must be flown continuously from the warning signal (yellow shape) until the boat has finished.
· Each boat wanting to be scored as non-spinnaker must notify the race committee before the preparatory 5-minute signal and blue shape for the first race sailed that day. The only exception for verbal notification is that a boat may notify Ken Holmquist that they will be sailing the entire series as non-spinnaker. Notification of a series long desire does not eliminate the requirement of flying the yellow streamer from the backstay.
· Without the yellow streamer a boat will be scored as spinnaker regardless of notification to fleet scorer or the race committee.
· A roll of yellow streamer will be kept in the clubhouse near the PHRF bulletin board.
· Any length pole attached to the front of the mat may be used on conjunction with any headsail. If the headsail used is larger than 155% LP the boat must be scored with a rating consistent with that size headsail.
· 30 seconds will be added to a boats’ rating if it meets the above requirements
Spinnaker –
non-spinnaker selection:
Choice of spinnaker or non-spinnaker participation/scoring must be made before the start of the first races sailed each day. The race committee must be informed of this choice in accordance with Non-spinnaker requirements above. The selection will be in force for all races sailed that day.
PYC PHRF Rating Committee
Charter:
Use any provided relevant data available to
determine a boat’s rating such that she and any others of the same design will
be scored in the top half of most races assuming she sails commensurate with
her recent finishes in fleet events. The
determining mathematics for the determination should be straightforward and
administered equally to all applications for rating change.
Eligibility for rating
change and qualification for PYC Handicap:
Qualified
for the most recent fleet series.
Rating components:
1)
Base rating – Weighted average PHRF rating of all like boats with more than one
season experience.
2)
NS bonus – +30 seconds
3)
PYC handicap – Amount needed to have a boat’s average finish match that of the
3rd place finisher in the rating races. This number must be >= 0.
Calculation principals:
1)
The best 5 races (rating races) from the eligibility races will be used to make
the calculations.
2)
Any race with only three boats can not be used as a rating race, but are
counted toward eligibility.
3)
The corrected time for the 3rd place boat in each rating race will be used as
the target for the application boat(s).
4)
All same design boats must be considered when evaluating rating changes. The lowest handicap for any boat will be used
for all same design boats.
Calculated Average Change (CAC) – Average rating
change needed to match the corrected finish time of the 3rd place finisher in
the rating races. The PYC handicap will
be adjusted by ½ of the CAC.
Base rating exception:
1) If all boats of a particular class beat all other classes > 80% of the time the base rating can be lower than the weighted average PHRF rating
